A booklet of Planning and Building regulation formulated according to the gazette issued in 1986 are available for sale at Finance Division of Urban Development Authority between 8.30 am to 3.00 pm.
Local Authority Monitoring Evaluation
Among the tasks undertaken by Enforcement division supervision and monitoring of Local authorities is a key area regards to Planning Approvals and sub division approvals.
1) Process of Building Planning Approvals and Land Subdivision Approvals handled by the UDA is as follows
Common Process Adopted for Preliminary Planning Clearance
(Development Permits, COC, Subdivision Approvals)
Application Submission to Enforcement division with Processing fee relevant and Obtain File number
Forwarding Application to Director Enforcement
Processing of Application Internally.
Site Inspection by UDA
Submission of inspection Report with Recommendation to Director Enforcement
Issuance of Planning Clearance within a week if there are no any issues Related
If further Queries, file will be forwarded to the Sub Committee
If further Queries, file will be forwarded to the Main Committee
Documents Required to Attached with Application for CMC area Clearances, Development Permits, COC, Subdivisions, Ownership Certificate/Deed, Survey Plan, Approvals of the Agencies, Location Map, Consent Letter
Documents Required to Attached with Application for non CMC area Clearances Application form, Survey Plan, Deed, Approvals of the Agencies, Location Map
Total Processing time taken for CMC area Applications: 7 Working Days
Total time taken for Non CMC Area clearances :12 working days.

2) Process of Building Planning Approvals and Land Subdivision Approvals handled by the Local Authority is as follows
Process of Building Planning Approval and Land Sub Division
Planning Approval Via respective area Local Authorities
Application Submission to respective local Authorities together with Relevant Documents.
If all relevant documents and regulations are in order, Development Permits will issue by Local Authority
Local Authority matters forwarded to regional council by the relevant officer and issues of Planning and Building and Regulations
Scrutinizing the application by Director Enforcement, if no complex issues, decisions will take. If further queries available application will be forwarded to Regional Committee.
Unsorted Clearance, Permits, COC, and issue of Planning and Building regulations, matters of provincial and district officers of the UDA and other agency matters produced to review of Sub Committee
